Quick-Play Spell Card
Select 1 Non-Xyz Monster you control: Special Summon 1 Xyz Monster from the Extra Deck (while ignoring any summoning conditions it may have) with 2500 ATK or less that has same type as the selected monster and either has one of the following:

* The selected monsters level listed as apart of the summoning requirment.
* Has the selected monsters name in that cards text in relation to its summoning requirment.

After the Xyz Monster is summoned: attach the selected Monster to the Xyz Monster summoned by this card effect as Xyz Materials. You can only activate "Overdrive Revolution" once per turn.

For the second condition, did you mean monsters like Evilswarm Ophion? I think there are better ways to word that.

 

The last line should say something about attaching the monsters, not "placing them under".

 

As for balance: Ludicrously powerful. This makes -1 Xyzes at Spell Speed 2, faster than any archetype. Same Type is a good limitation to block things like instant Pleiades, but 2500 or less ATK is not a strong restriction. This turns any Level 4 Dragon into Laggia or Dolkka or any Level 4 Beast-Warrior into Tiger King or a Bujintei.

For the second condition I was reffering to one of my card concepts for Xyz's known as Overdrive which was when you had 1 monster and special conditions met for it so you could use that 1 monster and evolve it into a amazingly powerful monster via its effects (since theirs no real change to its ATK and DEF.)

I also changed it so that the card itself isn't attached as what you mentioned with Laggia and Dolkka but they need 2 materials for their effects so with only 1 they can't do much.
