It revives a Normal monster with 1000 or less ATK when Normal Summoned, which could have applications, but what Normal monsters are you running with 1000 or less ATK (and why?). And the second effect requires a Dragon-Type Tribute to make a monster Level 8. That's a specific -1 and only Hieratics can even pretend that's worthwhile. Except making a monster Level 8 only works if you plan to do something about that. At which point, if you run Hieratics to capitalize on both parts of this card's effect, you're probably running the Level 8 0/0 Hieratic, and your Deck is significantly more inconsistent than it should be, and Hieratics don't actually like Rank 8s that much.
