Panzer Dragon's effect activate no matter how it is destroyed.It's effect will activate as long as there's no other card stopping it from going to the Graveyard. It cannot attack, its effects are negated and is destroyed during the End Phase. 1) The B/I/U part in the quote is nowhere on the card. 2) Panzer activates in the Graveyard anyway so it wouldn't even matter. Cosmics might make use of it since they'll use Instant Fusion for Noden as well (if it's released in time) and might have the space to make a clutch 8, but it's not so amazing it's staple in the Extra.
