1 Machine-Type monster + 1 Dragon-Type monster
If this card is destroyed and sent to the Graveyard: You can target 1 card on the field; destroy that target.

 

So it gets its effect off being destroyed by Instant Fusion, right?

This card's effect will not activate if it is summoned by instant fusion.

Instant Fusion's effect destroys it. Panzer Dragon's effect activate no matter how it is destroyed.

It's effect will activate as long as there's no other card stopping it from going to the Graveyard.

I can't remember if Nepthys activates in the graveyard or not. 

It does.

 

It cannot attack, its effects are negated and is destroyed during the End Phase.

1) The B/I/U part in the quote is nowhere on the card.

2) Panzer activates in the Graveyard anyway so it wouldn't even matter.

Likely won't see that much play since it probably won't see a TCG release until after NECH, by which point Shaddoll Artifacts won't be a relevant deck anymore. I mean, it can let you go into Michael in Shaddolls but if you're not running the Artifact engine it doesn't have as much utility.

It's a Level 5 Light machine type Instant Fusion target that offers destruction if you can't make a play with it.

It's not exactly the type of card that's going to be irrelevant because one deck doesn't exist.

It'll be fairly irrelevant in tier decks post-DUEA. Cosmics might make use of it since they'll use Instant Fusion for Noden as well (if it's released in time) and might have the space to make a clutch 8, but it's not so amazing it's staple in the Extra. Fact is, the deck that gets the most use out of it will most likely not be relevant by the time it's released. No more, no less.
