Well the last of the hoenn starters. Can't wait for the remake of ruby/saphire and the mega for Swampert and Sceptile. Also can't wait to make a chaos number for Swampert and Sceptile, I wonder what abilities would they have? Image is found at gentlemanwhatever.wordpress.com

First effect is OPed, a 4600 ATK generic Rank 4 is a big no. Set the ATK boost to a lower number; 500-700 is okay and still does enough damage. Second effect reflects Giga Drain, but if you don't destroy a monster, the damage will not reciprocate into your LP; you should make it to "When this card inflicts battle damage to your opponent...". I fixed the second effect because again, you worded it in a weird way

Hey there ems, I like the artwork you chose for Sceptile. 

 

*Everything Sakura said basically, all the mistakes I can mention and more is there already. 

 

The first effect is quite nice, reflecting Growth I suppose? Especially since it can be used during the opponent's turn as well.

The second effect in conjunction with the first can be amazing with a well thought out attack. 

 

Overall, a good card. All it needs are the corrections given above. Looking forward to the next. =)
