I'd love to see CnC and suggestions, especially about the name, since it's annoyingly generic to me. 5 times less ATK and DEF than the original Harpie's Pet Dragon (2000/5 & 2500/5) The idea was that it would be used with "Harpie's Channeler" for either Level 8 synchros, or Rank 7 Xyzs. Plus it would make "Vortex the Whirlwind" a tad more playable, since it might actually fit in a Harpies' Extra Deck. I had other things in consideration as well - it can also play well with regular Level 4 Harpies for "Lightning Chidori" or "Castel The Avian Skyblaster" or "Black Rose Dragon" if "Kujakujaku" is somewhere in the mix. Initially it was a wishy-washy copy of "The White Stone of Legend", but i figured it deserved a unique effect of its' own, even though it can still eventually be played with "Cards of Consonanse" as well. I've been saying ever since the new Harpie stuff came out that they need a Level 1 Dragon Tuner so Channeller can make Level 8 Synchros. Only issue is that its probably slightly too good. This is because the Hysteric cards are both ridiculously overpowered and they would be even more so if they became searchable. Harpies would become too fast and too explosive if they could search two of the most broken cards in the game. I would probably change that last effect to being able to search a Harpie monster instead. It would still be useful to keep the flow of Channelers coming and increase the deck's consistency, but it wouldn't be too powerful. But still, I agree that Harpies is such a great archetypes, that why I'm gonna a whole now set that will support them soon, and include it in my upcoming YGO PRO project :D , and.. oh... wait... is that,.. what are you....
