When you conduct battle damage from this card: You can detach 1 Xyz Material from this card; your opponent loses 400 Life Points for each FIRE monsters you control. When this effect is activated, FIRE and Plant-Type monsters gain 500 ATK/DEF.

So basically this burns your opponent and then it rewards you for damaging them with this card by making FIRE monsters even stronger, increasing its chances of dealing damage? For what it does, it gives you too many pluses. You do realize that FIRE-heavy Decks will pretty much abuse it, since there are some Decks that revolve around burn; and you just gave them another tool to facilitate it. Yes, the burn effect does reflect Flame Body to some extent; and while it is true the stat boost is reflective of Sunny Day; having both of them, especially the ever-increasing stat point is a no-no.
 
I'd recommend having the stat boosts expire at the end of your next turn or something (since in the game, Sunny Day and for that matter, auto-weather, disappears after 5 turns). Additionally, I'd lower the burn amount to 200-300 per monster (as it is now, you can essentially burn 2k off your opponent simply by having a full field; and as mentioned, some Decks focus on swarming monsters).
 
On a side note, Flame Body activates when your opponent hits you; not when you strike them. So if you wanted to reflect it properly, maybe word it to burn your opponent's LP (or in the case of the games, lower its stats by 500 each turn or something) if your opponent attacks one of your monsters.
 
 
Summoning-wise, outside of Rank 4 Winged Beast Rank-Ups or something, there aren't too many options for summoning this card. There are some, but none really come to mind as stuff that can provide synergy with this. You could raise its Rank to 6 or something; Hazy Flames and some other stuff will be able to make it more consistently (you can buff its ATK to 2700 or something if you do); however the choice is yours.
