1 Tuner monster + 1 or more non-Tuner monsters
During either player’s turn, if your opponent Xyz Summoned 3 or more Xyz Monsters: You can Special Summon this card from your Extra Deck. This effect of "Keeper of Star Essence" can only be used once per turn. If this card is Synchro Summoned: Detach 1 Xyz Material from all face-up Xyz Monsters, and destroy all face-up Xyz Monsters with no Xyz Materials attached. While this card is face-up on the field Xyz Monsters must detach an Xyz Material to declare an attack. You can only control 1 face-up "Keeper of Star Essence."

I'm not completely sure, I think this might work better: "If this card is Synchro Summoned: Detach 1 Xyz Material from all face-up Xyz Monsters; If you cannot: target a face-up Xyz monster that has no Xyz material monsters: Destroy that target." To the card in general, it's a really great anti-Xyz card. Anti meta? not sure. It's not really anti-fusion at all, if that was part of your intent. But, otherwise, it's a pretty awesome card.

No, no, no, I didn't mean to say that it was Anti-Fusion. I was more or less saying that I've fallen out of touch with the meta-game, and was wondering if Shadolls and Masked Heroes had dominated the scene. As for the change of wording, that wasn't quite what I was looking for as if just 1 monster didn't have materials then the effect kinda falls apart. I was looking for something more along the lines of it still taking away a material from all face-up monsters, and destroys those that don't have any materials.

Closer, but I want it to do both effects simultaneously, but I think I've worked something out. Thanks!

You could simply go with the following for the card's second effect:

 

If this card is Synchro Summoned: Detach 1 Xyz Material from all face-up Xyz Monsters on the field with Xyz Material, and destroy all face-up Xyz Monsters on the field with no Xyz Materials.

 

Now on the effect, I dislike the summoning condition you gave it and the psychological impact is has on the game: Not only it can become a free +1 for you with the shape of a beater, but just for existing (you don't even need to have this in your Extra Deck) it discourages the opponent from using the effects of 2 or more Xyzs in a single turn, and that is unfair in my opinion. Granted, if you dropped 2+ Xyzs in a single turn and used their effects, you are most likely overxtending and thus you more or less deserve to be punished, but if your opponent used the effect of a Xyz he/she summoned previously, then you are punishing him/her for playing the game. In addition, certain Xyzs will be able to fulfill this card's summoning conditions by themselves (e.g. Castel, S.H.Ark).

So more of a restriction on the summoning condition. Perhaps detaching 3 Xyz Materials in a turn? Summoning 2 or more Xyz Monsters? Controlling 3 or more Xyz Materials?

Personally, I would stay away from those kind of effects because it is like taking hand traps to a whole new level (Extra Deck traps?), but that's just me. To balance it, I think the first option should be enough; that way, at least it won't be an easy +1 after your opponent uses S.H.Ark, Castel, Paladynamo, etc.

But then what is to separate this card from Stardust or Scrap Dragon? Sure it fulfills a different niche, but most of the time I would think decks that can easily get out level 8s would rather get stardust out. I agree that it is taking hand traps to another level, and I see the danger in that, but if I were to switch it to: Xyz Summoning 3 or more Xyz Monsters. It would only be punishing those that overextend. It still allows for Rank-Up plays and the like, but stops the opponent from swarming the field.

for the card:i want to comment but most of above user have said it LOL. but would it be too situational for wait to 3 ? maybe 2 Xyz summons is enough?

 

Two Xyz Summons would make it so your opponent is afraid to Rank-Up cards and the like, and we don't want to punish them for just playing their deck well. Summoning three Xyz Monsters is a different story, however; as more than likely, at that point, they are overextending and deserve what's coming to them.
