to be fair, considering how janky manga-effects typically are written out, it's hard to say exactly what they mean.
Though, we could just throw caution to the wind and say you can't Special Summon, except by some card effect. And if that's the case, Inferno Reckless, would, in fact, work.

Thing is, though... Summoning a bunch of monsters from your hand and giving them 0 ATK while also killing their effects is an issue all by itself. I mean, within the bounds of what I just stated(Assuming it's true), you can't really get that far. Though, you could be weird and set up some kind of Power Bond/Poly/etc play, seeing as how you can still do that. but why would you, when you can just fuse monsters in your hand?
