You can tribute this card and discard 1 spell or trap card to target 1 "LV" monster in your graveyard; special summon that target ignoring its summoning conditions, but it cannot be flipped face-down. Also shuffle it into the deck during your 3rd Standby Phase after using this effect or when it leaves the field. Shuffling that monster is unaffected by other effects. You can only use the Special Summoning effect of "Alchemy LV Elf" once per turn.

To those who saw my recent leader board attempt, hopefully you'll like this better.

"LV" monsters are a bit underated, but they have summoning restrictions for a reason. Lets use an example to illustrate this cards power (this is assuming you have a decent starting hand):

  1. Play "Foolish Burial", to get "Horus the Black Flame Dragon LV8" in your Graveyard;
  2. Summon this card;
  3. Discard 1 Spell/Trap Card ("Breakthrough Skill" for example) and tribute your "Alchemy LV Elf", to Special Summon "Horus the Black Flame Dragon";
  4. Set "Royal Decree".

You have effectively made about half of your opponent's Deck useless (their Spell and Trap Cards) on your first turn. I know this is far from a perfect lockdown, but it can severely limit your opponent so early in the game. Also don't forget that you still have 3 cards in your hand (2 in the new format, where you cannot draw on the first turn of the duel). Should your opponent manage to get a monster on the field with a troublesome effect, just use the "Breakthrough Skill" you discarded for the effect of "Alchemy LV Elf". Performing something similar later on in the Duel should not be that hard.

Though "Horus the Black Flame Dragon LV8" is probably the best target for this card's effect, some other "LV" monsters might just work as well:

  • "Armed Dragon LV10" (and/or "Armed Dragon LV7") to clear the opponent's field of some monsters;
  • "Silent Magician LV8" a monster with high ATK (3500) and a Spell Card immunity, similar to "Horus the Black Flame Dragon" and works for an entire Spellcaster-Type Deck;
  • "Winged Kuriboh LV10" makes your opponent less likely to conduct their Battle Phase, unfortunatly less useful than the above.

There are some more "LV"monsters, but most of them are less usefull ("Allure Queen LV7" and "Dark Lucius LV8", for example, do not gain their effect if summoned by this card's effect).

I do not quite get the "but it cannot be flipped face-down." effect. The word "but" is often used to introduce the negative side of an effect. This however seems favorable, as most "LV" monsters have strong continuous effects (requiring them to be face-up) and low DEF. My best guess would be that it stops the monster from being set, so it does not bypass the shuffle drawback. If that is the case I would go with a somewhat different solution; retrun the card even if it is face-down, similar to "Clay Charge".

As for its balance: I think it is a bit overpowered (which I tried to illustrate with my example). I would suggest to either shorten the time it is on the field, restrict its attacks or negate its effect(s). The latter of which makes this card underwhelming (though you can still Special Summon "Armed Dragon LV7"to simply summon "Armed Dragon LV10").

I hope my suggestions/vision are of some use to you.
