2 Tuner monsers
When this card is Synchro Summoned: Destroy all monsters on the field (except this card.) You cannot Summon other monsters the turn you Summon this card. Once per turn, during either player's turn: You can decrease this card's Level by 1 (permanently); return 1 card on the field to the top of the Deck, and if you do, this card gains 3000 DEF until the End Phase.

This card was supposed to be Black Rose x Compulsory but I can live with Fortune Lady x Compulsory x Super Hunting Ground.

As is, this card be straight broken.

 

3000 Defense? Might wanna bump that down. Maybe no more than 2500 Def at the most for a level 3. Generic Synchro Tuner? Fine. Nuke on Summon? That's not okay. Might wanna change it to Target 1, destroy 1. And for a bounce back during either turn?! Up the decrease to 2, and change it to maybe "When your opponent Special Summons a monster from the Extra Deck:", instead of either player's turn. And the +3000 sounds unnecessary imo. I'd play it safe and say "cannot be destroyed by battle this turn." or actually take it out altogether.

 

But even then this card might still be a bit broken.

So you basically made a generic Level 3 Synchro with 3000 DEF that performs a Dark Hole-style nuke, then cuts it own Level to bounce stuff AND effectively double its DEF. 

Yeah no. 

 

Lower its base DEF to 2400-2500 and get rid of the DEF boost on the bouncing one. Granted, it does help get rid of some backrow your opponent may have; but you should not be gaining absurdly amounts of DEF when it does [effect removal deals with it, yes, but that's no excuse to make a monster that can reach 6000+ DEF simply for bouncing an opponent's card]. Or tl;dr, this card gives too many pluses for you to be considered realistic and balanced. (Not saying stuff about Quasar)
