It's basically a two-time stat booster; nothing more. While it is generic and can be used in other Rank 5 Decks, there's not too many reasons to run this over other Rank 5s that do better things that simply pump. Granted, it does reflect Solar Power but as it is, it's underwhelming [considering effect removal is common]. Also keep in mind that simple stat boosting is overdone. You could instead work with Sand Veil or something, as that ability translates into a more useful effect that simple boosting (possibly negating destruction).
