You've got the text almost completely right.

 

During either player's turn, when your opponent activates a Spell Card: You can send this card from your hand to the Graveyard; to negate the activation, and if you do, destroy it of 1 Spell Card your opponents controls. You can only activate the effect of "Lady Ghost" once per turn.

Looks like a pretty decent concept, being a hand trap that trips up the opponent's plays, especially for first-turn plays. Trip up Qlips, RotAs, Tenkis, etc to mess up the opponent's setup. Even against Exodia Library, a single draw Spell messed up can mean the difference between their win and you actually getting a turn. The once-per-turn-per-copy restriction prevents players from spamming it excessively and forces them to think over which Spell would be vital.

 

As for being on its receiving end, however, I'm not exactly certain on how it'd feel like...

Its good but i do think that there should maybe be like a minor set-back, maybe like, you must skip your battle phase the turn you use this effect.

However it is very nice but my only other problem is that its a -1 on the good old handsize which is what annoys me with handtraps.

Maybe make it so, if this card negates a certain effect/type of spell, draw 1 card.

but then it would DEFINITELY need another minor setback.
