Detach all Xyz Materials from 1 Xyz Monster you control, then target 1 monster your opponent controls whose ATK is less than or equal to the combined ATK of the detached Monster Cards; destroy that target, and if you do, inflict damage to your opponent equal to the destroyed monster's ATK.

How is this terrible?

Its like a ring of destruction/Hate Buster/w.e

Granted, it totally nukes your Xyz potential because all its materials are gone, but still.

It's not completely terrible. But it's very conditional in all its elements.

First, you need an Xyz on the Field. You detach ALL the Materials. Then you compare the sum of the Materials' ATK to an opponent's monster, therefore relying on what monsters you used as Material and your opponent having a monster weaker than the sum of their ATK, and having that monster be worth losing all your Materials to nuke. And dealing burn based on its ATK.

The effect is fantastic, but there's too many factors involved to consider it reliable. Many easily-spammed monsters have low to mediocre ATK, with some exceptions. I could see Heraldic Beasts at least considering it, since Amphi, Leo, and Aberconway have great ATK, and dropping a Rank 4 in Heraldics is laughably easy. But Rank 4 in general can pull it off.

<Cards>

...and in a game with Scale 3 and 5 unrestrained Pendulum monsters this is how hard exactly?

Well, first you need to get those Pendulums up without them dying to MST or whatever, then you need to have all three Alexandrite Dragons. Then, you need to Summon them all, Xyz into 69, and then Chaos Xyz without being foiled by the opponent.

But really, in actuality, if you detach 2 Xyz Materials, their combined ATK can often take out pretty much anything that isn't crazy strong, which just means things with small ATK (like Hunders) have trouble taking out Construct. The biggest problem is that with 2-mats, the monster has to turn into a vanilla in order to get both mats off, or else just pop something small (usually a Hand, but this triggers them). And then you have to actually go through the effort of Summoning the monster, which means this card is dead if it fails (or if you don't even go for Deltatheros or whatever).
