The only true downside to me is that being a tuner doesn't really help or hurt the card. It doesn't grant access to levels that Uranus couldn't due already and its cyber dragon ability seems to only be good if you have a non-tuner agent (which at this point basically means Venus) in hand already. That aside it does make playing Sanctuary Agents an even more viable deck which is what they should have been in the first place. Therefore excellent card. And his second effect can be combed with Jupiter and Hyperion. Being a Tuner, in fact, doesn't help THAT MUCH, but a tuner is a tuner, and being LV4, you can summon Lv 7/8 Synchro monsters faster (I'm looking to you, Ancient Sacred Wyvern) and Rank 4 monsters. The first six Agents are LIGHT, and then Hyperion came along. If you look at Hyperion's artwork, you will see that the sun in the solar system is orbited by only six planets: Mercury, Venus, Earth, Mars, Jupiter, and Saturn. These are the six LIGHT Agents. Then, we have Agent Uranus, who is not a part of Hyperion's big ol' solar system, and thus is DARK. Since Neptune is also not one of the planets in Hyperion's artwork, it would be flavorfully correct if it were DARK like Uranus. Now, onto the card's effect. Where people are seeing "Sanctuary Agents yay cool," I see a Level 4 Tuner Cydra. First of all, a Level 4 Cydra is by default a pretty powerful card because of the Rank 4 shenanigans it can cause, like how Assault Halberd or Kagetokage doesn't necessarily suck. Then, it is a Tuner, which also opens you up to Synchro plays. It may diversify the Extra a little, but you're giving the Decks that would run this access to things like Spark Dragon and Hot RDA, and overall it would be a huge boost to those Decks. Probably not enough to break anything (except maybe Satellars), but still, it's a generic Level 4 Cydra Tuner. Oh, and Noden. You may end up banishing this card to Sync with Noden (actually, no you don't), but you still get to turn Instant Fusion into a Level 8 Synchro. Just stepping in to say that it won't even be banished, because if Noden leaves at the same time as its tuner companion the tuner doesn't banish. Also good job.
