Its effects might be useful; run over an opponent's monster that either has high ATK or DEF, but the other value is low. Though I don't quite get why it are 2 different effects, they could as well be combined into 1: "Once per turn, if a monster on the field attacks, before the damage calculation: You can change the battle position of the attacked monster." There is a slight difference between this effect and the one it currently has; if your opponent attacks during the same turn as you do, you cannot activate its effect twice; I highly doubt that would matter. 

 

The artwork reminds me a bit of "Dragonic Guard"; as if it has turned into a Dragon itself. But that might be my fantasy running wild.

It's pretty odd the Koreans make this card that hits more to Japan, but since I'm not a cultural or history expert I dunno much about how that kind of entertainment in Japan influenced Koreans (but there was definitely some kind of interaction).

 

Nevertheless it's pretty good art. Sucks cause its predictable and does nothing else good but artwork is pretty cool.
