I... don't recall many effects in Yugioh allowing for extra draws during the Draw Phase. Unless those are freely Chainable effects like Jar of Greed that can activate at other points in the turn.

Spell speed 2 and 3 effs can activate in draw phase. So, as you said, jar would work. There are continuous effects that let you draw in the draw phase too. I dont remember the name of it, but there is a spell that lets you draw again if your normal draw is a normal monster.

Still, it's unlikely that you'd be intentionally triggering the effect since your opponent benefits off it. The only situation where I see this would be profitable is where this card is used against an opposing Heart of the Underdog. Your opponent would be highly unlikely to use Speed 2 or 3 effects while this card is out and about.

I meant it as one of those cards where you see it and say, "Thats an interesting effect...but I wont be using it anytime soon."
