You can Tribute 1 Xyz Monster with Xyz Material you control, except a "Number C" or "Cxyz" monster: Special Summon this card(from your hand or Graveyard). If this card is Special Summoned in this way, the Level of this card becomes equal to the Tributed monster's Rank, and you cannot Special Summon monsters for the rest of this turn, except Xyz Monsters. Once per turn, if this card is Level 1, you can Banish 1 Xyz Monster from your Graveyard: The Level of this card becomes equal to the Rank of the Banished monster. If this card is used as an Xyz Material for the Xyz Summon of a monster, you can, immediately, activate 1 "Rank-Up-Magic" Spell card from your Deck that has an effect that Targets the Summoned monster.

I think it's a little bit overcomplicated. Otherwise, it's a good idea.

 

Here is a suggestion:

If this card is used as an Xyz Material for the Xyz Summon of a monster, you can add 1 "Rank-Up-Magic" Spell card from your Deck to your hand.

I think it's a little bit overcomplicated. Otherwise, it's a good idea.

You realize that if this were Level 4, nobody would ever use the level changing effect, and the fact it would trade an Xyz for itself wouldn't matter either, since it would, again, be 4 still.
The idea is that it doesn't get pigeonholed into Rank 4.dek, while still letting it make a wider variety of plays.

Gimmick Puppets would love this. First off, it's a DARK Machine type. Second, it searches Rank Up Argent Force. Third, this can become a fourth Gear Changer that's, well, better than Gear Changer itself. It requires an Xyz, but man do the combos sound nice. There are definitely other options, Galaxy Photon immediatly thought up, but the combos with Gimmicks would be the best, and probably give them a fair chance

The first effect needs a semicolon or parentheses but not both. It's either an Ignition Effect or a Summon condition.

 

Seems pretty neat with Goblindbergh for an instant CX at 5 provided you have any Rank 4 in your Graveyard.
