Mostly because it can hit monsters, which if they're ED monsters it's like a Raiza with more bouncing. It's more like "why would anyone run this over Thestalos if we ever get room for Thestalos ever again" since Monarchs can't run very many of their high-Leveled monsters and Caius and Raiza are life. Oh, and this can bounce your backrow too, though you're not really going to run anything worth losing your Frogs over.

 

That said, it's kind-of a solid Monarch, but it simply just loses to the 2-3 Monarchs that actually get rid of stuff. It would more likely see play in Decks that aren't necessarily Monarchs because of the abuse & re-use aspect of the card's effect (as in, you can bounce CotH and OPT cards). There's nothing wrong with it being present in non-Monarch Decks (hell, Caius makes appearances in various Decks from time to time), but most of the time re-use tends to be really dumb. I mean, Giant Trunade is banned while Heavy is still around (in OCGland). I'd also say something about how it breaks the Monarchs' flavor of being the ancient kings of Rome, but it's not that big of a deal.

it would likely be a good card in mist valley due to its either side of the field spam-since they currently use riaza which docent REALLY help out that much for hand spam.
