1 Tuner + 1 or more non-Tuner monsters
If this card attacks a Defense Position monster, inflict piercing battle damage to your opponent. You can only use each of these effects of "High Speed Roid Magical Sword Dharma" once per turn.
● You can banish 1 Machine-Type monster from your Graveyard; inflict 500 damage to your opponent.
● If this card is in the Graveyard and you control no cards: You can Special Summon this card. You cannot Normal Summon/Set during the turn you activate this effect.

So then, rumored effect seems to be true. It's a interesting little thing with a unique effect, but it's situational at best. I suppose you can make a comeback with this guy if anything.

What do you mean by that? Why would it banish itself?

 

i know a guy who refuses to acknowledge the existence of roids LOL. but this seems more of a mecha phantom beast than anything else

I need to understand why, this has got me curious.

Typically cards that special summon themselves from the graveyard have clauses that banish them when they return to the graveyard from the field. 
 
Thus lack of said clause is something amusing to take note of.

Basically this.
though, the gimmick in this case is the inability to Normal Summon/Set monsters, which is somewhat of an oddity in its own right. But it's understandable why it would be like that.
Oh, and This + Treeborn + Quickdraw Synchron would be amusing. Impractical, but still...

Though those kinds of monsters are typically Main Deck, there aren't a lot like this guy, the the whole point is that it can't die.

There are very few recurring Extra Deck monsters though, only one I can think of right now being Jet Warrior, which does banish itself.

 

(Note, recurring meaning what this guy does, not Stardust Dragon which is an effect to leave the field then return later)

Yeah, the only other one I know of the top of my head is the Chaos version of Silent Honors, but that works differently than the normal ones too.

He mentioned Black Rose, and as far as I know, you can't Synchro during your opponent's turn normally. Also, that would be a weird thing to mention, since all Ignition Effects can be activated in either Phase.

 

Not all.

 

Dark Strike Fighter (errata'd) says Sup.

Typically, if a card says otherwise, of course not, but I was speaking more generally.

I said normally, I know that there are plenty of cards that allow Synchro Summons during your opponent's turn. Still, I feel that it's a weird thing to bring up unless it tuns out it actually is a Quick Effect, which would make it a lot more useful.
