If your opponentcontrols more monsters than you do, you can Special Summon this card (from your hand). Unlike Tin Goldfish, this allows you to Normal Summon Gearframe, etc. and go for Gigant X/Rank4 without giving up Gearframe's searching effect. Of course, to do that the opponent must be controlling more monsters than you, but that's usually easy to accomplish early game when you have not summoned anything yet. Even though they prevent Machine Duplication stuff, it's Summon condition isn't that hard to fulfill, and you don't need an empty field. The second effect to SS one from the hand works well with Gear Gigant X or similar. That said, I'm not sure what type of Deck really benefits from running this.
