You need at least 2 dragons and this, and 1 of those dragons should have a relatively high attack to grant a considerable boost to the other dragon, so we are speaking of a 3-card combo that actually doesn't put any additional damage on board because you get the same total ATK on the field; the card would only be useful for getting over bigger monsters, but then you may as well run a removal or more generic ATK-boosting Spell/Trap instead. And the combo with Burst Stream wouldn't work anyways because it prevents all BEWDs from attacking, including the one with 6000 ATK. For fixes, I think you could get away with making it Quick-Play. That way you can set it as a Trap and surprise your opponent with a sudden ATK boost during battle, although it would end up being too similar to Covering Fire; except that as a Quick-Play it has additional applications plus it would be chainable. Still, a drawback would be that a Dragon would be left with 0 ATK, making you vulnerable to virtually a direct attack unless it is in DEF Position. Another cool idea would be that, instead of targeting 2 dragons on the field, target 1 in the grave and 1 on the field: banish the dragon in the grave, and the dragon on the field gains its ATK until the End Phase, or perhaps half its ATK to keep it on check. This would make the card more practical as you would no longer need 2 dragons on the field to use it, plus you could banish a strong dragon you milled or summoned eariler and grant your current dragon a noticeable ATK boost. I guess you could override the effect of Burst Stream with Delta Attacker or something like that.
