Like various other X spells, it looks like something incredibly clunky to use properly, and probably would only see play in Commander. The ability to place down any number of permanents each of CMC X or less makes the damage drawback rather insignificant, though at least the colours keep it out of Golgari which would exploit this card for maximum profit.
