Ignoring the conditions. You can't (cannot) Special Summon. This card is unaffected by costs and effects. This Red Pendulum Scale is also treated as 13. This Blue Pendulum Scale is also treated as 0. This card is also a Quick-Play Spell Card. This card's activation is always Spell Speed 4. This card's activation always place Chain Link 1 and last Chain Link as part of Chain Link. This card's effects resolve first and last as part of Chain Link. (1) During either player's: If this card is in your hand: You can activate this card. (This is a Quick Effect.)
