Just so you know, the wording of the card means that once the effect activates, its ATK remains at 4000 no matter what, until it gets negated or removed from the field. And it triggers on either player's turn? Yeah, your opponent basically will have a hard time getting rid of it outside of general effect removal.

 

Given that, it essentially becomes an extremely powerful monster with almost no prior setup.

 

As a sidenote, most Level 4 or lower monsters that hit 2000 ATK usually have a negative setback for their summoning; either by being a Vanilla or being forced to change battle positions. This lacks any sort of that, and can be played as a normal 2K or run over some boss monster at the expense of no further battle damage. 

 

A fixed effect looks like this.

 

"(This card's name is always treated as "Rainbow Dragon")

Once per turn: You can make this card's ATK 4000 until the end of the Battle Phase. If you activate this effect, your opponent takes no further battle damage this turn."

 

I've adjusted the effect so it only triggers on your turn AND the boost expires.

Although given this card's name condition, it also makes going into Rainbow Neos A LOT easier. Keep that in mind.

 

 

Right now, your card basically has the ability to tear holes in essentially every monster that's relevant in the game right now; save for C107 and other things.

No damage is one thing, yes, but as mentioned, it becomes a VERY powerful beatstick without much setup.
