Neutrality Man
Hasty Enchantment Continuous Trap When your opponent declares an attack: you can activate 1 Normal or Equip Spell card from your hand or face-down on the field whose text includes an effect that alters the ATK and/or DEF of a monster on the field. adds and/or subtracts ATK and/or DEF from a monster(s) on the field, but the value of modification is halved. In short, all power-up Normal and Equip spells are Spell Speed 2 during your opponent's BP.

RedEmissaryofDarkness
So how does this work in cards like Megamorph and Riryoku? Anyways, Well...it's something. I really do not know how to feel about it. with the examples you give...they exist. This is so strange, and i think the only deck that would play this besides Spellbooks on a rare blue moon is Noble Knights for a quick Gallitan, but that halve modifier makes things rather pointless. I can just run Rush Recklessly or Reinforcements and get the same results essentially

This works on anything Reverse Trap works on. The reduced effectiveness is part of the flavor, The idea was that he one casting the Spell in the battle was rushing from panic and cast an incomplete version of the Spell, weakening it. Any other way to accomplish this flavor that would make Hasty Enchantment worth it?
Tinkerer
Uses this on bamboo sword Both players have a good laugh Honestly though, I think Red is right. This card gets purely outclassed by Rush Recklessly or the Forbidden spells since they don't require any specific cards in-hand. I do believe you can get away with not halving the card's power since this does require another card to work.
Neutrality Man
Guess I'll remove the restraints then... in fact, buffing it to include Megamorph and Riryoku and the like in the target pool.
