Number IV
Rank-Up Magic Synchro Force Spell Card Target 1 face-up Synchro Monster you control; Special Summon from your Extra Deck, 1 Synchro monster with the same Type, name and Attribute as that monster you control but 1 Level higher, also, Tribute the targeted monster.(This Special Summon is treated as an Synchro Summon.) Clear Wing Prime Synchro Dragon Level 8 WIND Dragon/Synchro/Effect 3000/2500 (This card is treated as "Clear Wing Synchro Dragon"). Must first be Synchro Summon by the effect of a "Rank-Up Magic" card and cannot be first Special Summon through other means. When this card is Synchro Summoned: Destroy all Special Summoned Level/Rank 5 or higher monsters, except this card. Once per turn, during either player's turn, when an effect is activated that targets exactly 1 Level/Rank 5 or higher monster on the field: Negate the activation of that effect, and if you do, destroy that card. If a one (and only one) Level/Rank 5 or higher monster on your side of the field would be destroyed, you can make this card lose exactly 500 ATK & DEF, that monster is not destroyed. The Highlander
Should it not be a level-up-magic if you use it to evolve a synchro monster ? I like your concept, however please keep in mind that the limitations for barians force killed it, as it was forced onto the chaos route, should you not limit its uses on monsters, which are level 10 and below (at least) to prevent quasar star eater abuses. You could either add another effect to prime synchro dragon or reduce the affected cards (by its first effect) to level/rank 4 or higher to hurt rank 4 spam decks as well, otherwise this card seems hardly worth the efforts of summoning it (after all clear wing can also increase his attack and has an arguably better effect).
