You could've PMed me the cards instead of making a whole new thread.
When you post threads in this section, you MUST have the cards in there, or else they will be locked on sight.

Anyway, the monster itself cannot even be summoned at all; given that you barred it from being Special Summoned and Ritual Summons count as Special Summons.
So yeah, fix that.

Although there's certainly more that needs fixing.

1. It's clear that you didn't follow the proper format for a Ritual Card. And even if you did, the requirements are laughable, given this is a Level 1 monster, meaning you can ditch anything to Special Summon Missingno. In fact, you can play this on turn 1, SS Missingno from the Deck and you have a 4K monster that can't die to Castel/Exciton and other forms of common removal.

2. Card is essentially immune to every form of removal, save for battle as noted above. While yes, it relies on your hand being rather sizable upon playing it if it wants any form of offensive presence, you could simply put this in Defense Position and you have a 4500 DEF wall that won't die for the most part. And that's exactly what this card's Ritual does.

3. It's a DIVINE monster without any justification for it being so. Just because I allowed DIVINE into the regular Casual areas, it does not mean you should be splashing it on without any thought.
Does this card warrant being a DIVINE monster?

----
In short, make Missingno's Level appropriate for its stats; because 4500 DEF on a Level 1 is in no way good design. In fact, lower its DEF to 3000 or something.
An appropriate Level here would be 10-12.

Write the Ritual Spell properly, meaning that you summon it from the hand AFTER fulfilling the usual requirements.

Change its Attribute to something else other than DIVINE. Unless your card is based on an actual deity, or you have a compelling reason to use DIVINE, you shouldn't be doing it.

-------
I will fix your OCG/card grammar, but you have to learn how to write it properly on your own in the future. The fixes are done using my suggestions (which means Missingno is Level 10).

Cannot be Normal, Special, or Flip Summoned.

You can Ritual Summon this card with "Fragmented Internet". Must be Ritual Summoned and cannot be Special Summoned by other ways. Cannot be destroyed by card effects. This card's ATK is equal to the number of cards in your hand after Ritual Summoning this card x 1000.

This card is used to Ritual Summon "Missingno, Glitch Warrior". You must also Tribute monsters from your hand or field whose total Levels equal 10 or more. Your opponent cannot activate cards or effects in response to this card's activation.
