This implies that Rua learned how to perform Burning Soul / Double Tuning at this point.

Flavor-wise, Power Tool has an evolved form, and that's Life Stream (but that's reflected a bit here)

 

That in mind, you can probably still make this in pure Morphtronics and things; their abundance of Equips really help.

I would say you could run this in NKs or something, but they have better things to do than make Power Tool and stuff.

 

Being un-targetable by Castel and stuff helps greatly too.

 

With that in mind, either your opponent has to banish it directly (without targeting), or kill off the Equip Cards in the Graveyard.

Either that, or they have to get enough ATK to run this thing down in battle.

Based on flavor alone, I think it could be cool to keep the Double Tuning mechanic, but instead make it:

"Life Stream Dragon" + 1 Tuner + 1 or more non-Tuner monsters

 

Also I think the effect is just a teensy bit strong.  By the time you make it you should already have at LEAST 2 equips in the grave, makeing this thing a default 4k.  Plus you get to simply OPT add an equip for no cost.  When you use it on him, he's a 4k + beater that can't be targeted, and every time he would be destroyed you can simply decrease it's attack by 1000.  It also doesn't take much effort to make as is.  Just use Smartfon and Scopen in defense position.  Plus with the standard power tool dragon effect, you can add the monster reborn for Morphtronics.  

However, making life stream dragon first is a bit more challenging.  I think if you did that then the effects would be a bit more balanced.

not bad not bad, seems good. maybe when it is deastroyed you can add a banished equip sepll to hand. kind of a extra reward like quazar summon shooting star
