When I was making this, I was unsure if it should be a Level 4 monster with 1700 ATK instead, but I decided on making it a higher Level monster instead, adding the Level increase when Summoned using its effect, rather than just Summoning it. Share your thoughts on the lower Level.

 

Pendulum Effect:

Once per turn: You can target 1 "Magician" Pendulum Monster or "Odd-Eyes" monster you control, then declare a Level from 1 to 10; this turn, it becomes that Level.

 

Monster Effect:

When a "Magician" Pendulum Monster(s) and/or "Odd-Eyes" monster(s) you control is destroyed by your opponent's card (either by battle or card effect): You can Special Summon this card from your hand, and if you do, increase its Level by 1. You can target 1 "Magician" or "Odd-Eyes" card in your Pendulum Zone, then declare a Pendulum Scale from 1 to 10; this turn, that card becomes that Pendulum Scale. You can only use each effect of "Nightwatch Magician" once per turn.

I am afraid the monster effect is a tad bit slow, once he touches the field you would have used your pendulum summon anyways and I am honestly not seeing any reason for magicians to increase their scale, they can already summon all they want to summon.

With the pendulum effect you can turn superior dragon magician into a tuner for odd-eyes, which can lead into level 4-12 (theoretically 17) dragon synchro summons (without losing superior via not using odd-eyes).

All in all he is alright, however he would most likely end up like inferior dragon magician and would only be used for a low value scale with a valuable effect (if he would be played at all, the high end scale would be dragon's lair magician, however the low end scale would most likely still going to be inferior dragon magician (or antithesis if one has 3 level 7 monsters (including odd-eyes) ready, however that is not important for all variants)).

I am afraid that (currently) this card does not offer anything the deck necessarily needs (except maybe being used for SDM as above mentioned).

Making this level 4 would be helpful for using the scale adjustment if it would really help, however (similar to brightrising dragon there is (currently) no need for such a high scale (even more for a scale which can summon level 1 monsters)).
