Anyway, this doesn't look like a good thing to make for the game. If Time Seal, a Normal Trap that skips the opponent's Draw Phase just once, was deemed to strong to get banned, now a card that can lock up to 2 (or 3? the effect isn't clear since it specifies that it locks draws for 3 turns, but with its last restriction it gets removed before those 3 turns elapse) of your opponent's draw phases? Yes, it locks your Draw Phases as well, but naturally you will play this when you have the upper hand on the game, while limiting the opponent's chances of coming back. So the opponent can still get their draw for the turn. Also, the card's effect implies it's trying to be a Continuous Spell, so you just slam this down as your last action during your MP2 to seal your victory. Symmetrical effects are #fairandbalanced.
