This card's effects can only be activated while it has Xyz Material. When a face-down card is flipped face-up: You can discard 1 card; Destroy that card, and if you do, apply 1 of the following effects: *Draw 1 card. *Your opponent discards 1 random card. If an attack involving this card is declared during your Battle Phase: You can flip 1 monster on the field face-down. Each effect of "Imaginary Plane Breaker Dragon" can only be activated once per turn, and only once that turn. During each of your End Phases, detach 1 Xyz Material from this card.

Card looks solid. For 3 turns, it discourages the opponent from activating face-down Spell/Traps (it won't stop most Normal S/Ts and Quick-Plays, though) and flipping monsters face-up, and it's a Battle-Phase BoM; I dare to say that it can get away with detaching during the opponent's End Phases, so it lasts 4 turns.

 

However, what I'm not sure about is if it's worth summoning it when other Rank8s such as Felgrand are available.

You forgot the 2 Level 8 Monsters part, but yeah.

While anything except Continuous stuff would still resolve unless the card itself states otherwise, the draw or discard effect bonus would probably keep your opponent at least a bit hesitant.

And at 2800, the BoM effect bonus is a nice touch, and should be enough to take care of a good chunk of things.
