I suppose you can combo the first effect with Owner's Seal or something; use this and Tribute another monster, Special Summon a strong monster to the opponent's field, then take it back later on. Or you can force a monster with negative effects onto their field (i.e. Volcanic Queen, Santa Claws or whatever else screws you over).

 

Second effect is sorta iffy, since it's a non-targeting Big Eye (I'm talking about the Xyz).

Two other Tributes might not be too bad for stealing monsters, but Pendulum decks can afford to churn out the costs needed for this + recur them later.

In any case, I would probably put a hard OPT on this card (so you can only trigger 1 effect per turn).
