You can remove 1 doom counter to decrease the ATK and DEF of 1 monster on the field in 1. During each of your End Phases, put 2000 doom counters on this card. However, if this is the case, why not just reduce a monster's ATK flat out without the infinite counters? Sure, it requires that you remove 1 counter at a time to drop LP that long, but I severely doubt the opponent is going to wait a hour while you activate this card's counter removal. ----And yes, the caps lock is unnecessary.Writing in caps makes you like you're yelling.
