I've heard that it says Continuous Effects are Spell Speed 1, even though this is totally irrelevant to any situation in the entire game, since they are completely separate from chains. If such an arbitrary classification is really listed there, it is overly detailed.

I looked at it and the way they put it was so that people would understand that you can't activate a Continuous Spell Card in itself in reaction to another card.

A person on GKO I dueled believed that Quick-play Spells can only be activated in response, as part of a chain.

 

Imo, the official rulebook can cut some irrelevant information (like the point Crab pointed out) and instead clarify parts that are confusing for beginners.
