MEGA MOUSE
If you control a Water monster, you can Special Summon this card (From your hand). If you controls a "Toon World" and your opponent don't controls a Toon Monster, this card gains the following effects:1- This card can attack directly.2- When a Water monster declares an attack, your opponent cannot activate cards or card effects.3- Once per turn, you can Special Summon 1 Water "Toon" monster from your Deck, Hand or Graveyard, ignoring its summoning condictions. TF2_The_Scout
First off, Toon also goes in as the type. Warrior/Toon/Effect. Second, you do realize you can use this effect up to 6 times a turn, right? The soft OPT makes it so. Thirdly, why such a heavy emphasis on water Toons? To me, a Toon Moses would "part the waters" by destroying spell/trap cards. Does the first effect also allow the monster to attack directly? Toon monsters can only attack directly because of their effects, not their types. This card doesn't seem very useful for Toons, especially since I can only think of 1 water Toon monster, Mermaid. MEGA MOUSE
HI. TOON MOSES CAN ADD ANY LEVEL 4 WATER MONSTER FROM YOUR DECK TO YOUR HAND. THEN IF THAT MONSTER IS NOT A TOON MONSTER, IT WILL BECOME A TOON MONSTER. THE MONSTERS DOESN'T GAIN THE EFFECT OF DIRECT ATTACK. MOSES CAN CONTROL THE WATER. TF2_The_Scout
Please stop with the caps. You don't do it in the top post, so why do you do it in the response posts?
Tesability Black
... 'twitch' I'm sorry, but this is just...I'm the resident Toon Duelist of the site and even I'm having a hard time seeing a use for this guy. Unless you give the new Toons the ability to Direct Attack, even if you have to go the route of the original Toons and have you pay LP to let them attack, I really don't see any deck sneaking this in unless it's being used for Rank 4 decks. MEGA MOUSE
Hi. You can add any level 4 water monster and special summon it to create a Xyz Monster.
TF2_The_Scout
Hi. You can add any level 4 water monster and special summon it to create a Xyz Monster. If that's the case, why have the Toon part in it at all? You only have 1 target for it anyway, Toon Mermaid, so it's not the most effective thing to use it as an XYZ engine. Also, why make the monsters Toons if they don't get to attack directly? MEGA MOUSE
Hi. I changed the effect, now the Moses is stronger. You can add tuner monsters to create an Synchro Monster.Hi. They become Toon because you can use cards like Shadow Toon, Toon Rollback and other cards.
Tesability Black
Um, unless Toon Moses can direct attack, it can't be a Toon. That's the key thing for Toons, the ability to Direct Attack while Toon World is on the Field. It's the same with Spirits and their ability to return to the Hand the turn they are Normal Summoned. They become Toon because you can use cards like Shadow Toon, Toon Rollback and other cards. There's still no point in it. If you're playing a rank 4 water engine, then Toons are not what you should be using. They are meant for attacking directly for insane damage, not XYZ plays. Also, not seeing the tuner. Also, a Toon that can't attack directly is like a Monarch XYZ. Pointless.

Kanashimi
Seriously? Moses?! O.O Eww . . . this card only works with Toon Mermaid and doesn't support Toon monsters in general, which is sad.And also mentioned by above users and egotisticalghost, Toon supposed to attack directly and deals damage . . . not some Xyz plays, if this card is DARK and works with another DARK to bring out Master Key Beetle to protect Toon World/Kingdom, sounds better. Overall, not really good nor bad either (unless Konami release another WATER Toon monster, might be different)
