You can only use this effect of "Fright Binder" once per turn. He means quick effect possibly (due it's countering hand traps, and hand traps is SS2, sooo it must be SS2)You need to add this text "During either player's turn . . . ." or " . . . . (this is a Quick Effect)" so it's that way, we can clarify that it's a SS2 card. Sure, it negates only effects of monsters that activate in the hand, but being unpredictable makes it an instant good card anyway. Synergetic with Dark Eruption, but I prefer Reccuring Nightmare (especially if you include this monster in a Ghostrick or other Zombie-based deck). So, a very lively hand Trap.
