Ancient Tengu
WIND
✪✪✪✪✪
Winged Beast / Effect
ATK/1850 DEF/1600
During either player's turn, when your opponent Special Summons a monster(s): You can Special Summon this card from your hand, and if you do, return that monster(s) to the hand. You can only use this effect of "Ancient Tengu" once per turn. If this face-up card would leave the field, shuffle it into the Deck instead.

A monster that can negate an inherent Summon (or can it negate even Special Summoning via effects?), simply by Special Summoning it from your hand. Not only this, but the monster returns to its owner's hand (or the ED, if it's such a monster). Oh, and +1 monster on your side of the field. The only case this isn't good enough is when the monster you return to hand is like Cyber Dragon or the likes. For cases like BLS, where a stricter requirement needs to be met, it's doing the job better. For any other case, the effect is too good.

If it's only for inherent Special Summoning, it may not be that bad (but I can be wrong). In general, however, replacing the "return to hand" with "destroy" or not negating the Summon would probably make the card better balanced.

The Tengu's like to spawn more copies of themselves, so make it shuffle back into the deck

I don't think you mean to shuffle the Summoned Trngu into the Deck, unless I miss something.

Since it would be banished anyway, why prefer shuffle it back to the Deck instead?

@Hawk Bishop: It looks better now, although the OPT (Once Per Turn) clause is a bit vague. If you mean that "you can only activate this effect of -monster name- once per turn", then write this exact thing instead of a simple OPT.

Cause it would never die, and could always be in your deck then? I suppose there might be some kinda crappy anti-deck out loop with that tho
