Sure, it may not matter much at this time since both cards are currently Limited in TCG, but one never knows when they may move out of the banlist, so it's better to keep them in consideration in my opinion. Replacing the target's name with "Qliphort" is a rather odd effect in my opinion, if only because a card being named as "Qliphort", with no other word(s) next to it, feels awkward, but name-changing effects aren't unheard of, and it should be fine. Plus the disruption that comes with the name replacement (no longer effected by archetype support, etc.) should be nice. Text fix:Target 1 monster your opponent controls; Its name becomes "Qliphort", also once during this turn, if you would Tribute a monster(s) for the Tribute Summon of a "Qli" monster, you can Tribute that target as if you controlled it.
