Firstly, let's put some proper OCG on that:

 

When your opponent Special Summons a monster: Destroy that monster, and if you do, Special Summon 1 Level 2 or lower monster from your hand. 

 

As for the card itself, it's kind of lack luster. Yes, it does hit whatever ss'd monster your opponent gets out, it has the downside of being a "When" effect, which can miss timing, and the fact that you need a lvl 2- monster in your hand to use it. However, with the right deck this can be very fun. Also, there's no such thing as a quick-play trap, since traps are already spell speed 2.

Thank you x'D There aren't too many Level 2 Tuner's (to my knowledge). I thought it'd be a fun card for those wanting something small. I could raise the level cap to 3 or even 4, but I thought it would of balanced out a bit.

I was actually thinking of adding a "or Graveyard" in there, so that way it can be live late-game too.
