You pay 1000 LP to stop something like an Upstart Goblin, so it doesn't seem practical since Mistake does that to and Drill & Lock Bird, as well as other effect negation. But, in all seriousness. A lot of cards do this job better: Mistake, Mistaken Arrest, and Droll and Lock Bird (as stated above). The only few things redeeming about it is that it can stop draws or adds, whereas everything else only counteracts 1 or the other, and that it doesn't lock you out from adding or drawing. Though I'm going to agree with ego on this one: buff it up a notch to make it more distinguishable. I love the yielding aspect of it upon stopping the negation, and I think it is good you didn't stop them from drawing until the End Phase (otherwise it would completely overshadow all the other options). Though it now might overshadow Mistake as an option unless a player plans to stop adds in long term. It definitely stings though..
