The wording on that whole summon effect is definitely wrong but I'm not sure in what way. I just know to read it that it's not phrased correctly. Actually you know maybe it's not. I'm unsure now, but I think that cards whose effects trigger on being summoned a certain way are worded differently but I can't think of any sample ones to reference.

 

Aside from that, I've been wanting to make Penguin support and this is alright for them if not especially good. The non-targeting bounce on summon is certainly useful, especially with Nopenguin being a thing.

 

It's the second effect, the actual effect, that lets it down a bit I feel. Penguins are already so slow, this doesn't help that at all, it only facilitates further slowness. I'd honestly say you could just remove the cost entirely and it'd be fine. If it had a Tarotrei effect but limited to monsters you control or something, then it'd be really quite good.

 

As is I feel that it's merely a decent support for a terribly weak set of cards.

Well Konami has the tendency to have it be ", and if you do,"... However, there have been more recent cases of "When you do:" 's

 such as Galaxy Knight, Gimmick Puppet Nightmare, etc.

 

The tributing cost to Special Summon sentence is also correct.

 

So I don't really see a problem anywhere within those two sentences.

Wording-wise, it should be fine (though Konami indeed has the tendency to not remain consistent with their own wording).

Probably would use the "if" wording, but again that might change (given the newer cards).

But yeah, I'd have to agree that the Tribute cost (for the 2nd SS) can be removed.

Penguins aren't at the level where free SSing would be bad for the game (and they are rather under-supported at present otherwise).

 

Otherwise, the bounce is nice and at least provides them with a sort of beatstick for offensive purposes and all.

Ahhh yes... Sorry. Well the rest y'all pretty much covered most of what I  could say to help this card improve. But, I will introduce a scenario that may or may not justify that tribute cost to Special Summon a face-down Penguin.

 

You see if you have Nopenguin in the Graveyard and a Penguin on field... Or even just a Nopenguin on field... Nopenguin can get itself out by this guys 1st effect since Nopenguins effect is manditory. and then you can tribute Nopenguin to mititgate the cost of Avian's 2nd effect.

 

However, if you don't have Nopenguin around.... This card will most definitely be slower than molasses on an igloo.

 

Food for thought is all I can give here... Nothing more.

Ohhh wait~! He is a Level 5 Water and so is the Great Empereor Penguin... So it does introduce possibilities of "Gazer Shark" to Penguin Decks. So the level is good for Rank 5 plays. Ha there I found something different from the rest of y'all~!

Well... It definitely ups the overall speed, and versatility for Penguins. I mean the archetype in itself struggles with that exact problem as Enguin mentioned. So if you wanted to I'd say go for it.

 

I wouldn't say it is a bad thing to give Penguins that much... Think of how Volcanic's rose from being a subpar deck to a good and more consistent via that single addition: "Blaze Accelerator Magazines".  Heck that deck became annoying, but not necessarily op. This would kind of do the same for Penguins barring that Penguins have yet to have a good searcher.
