I'm going to assume you meant 4 Level 4 Dragon-Type monsters.

 

But with that said, we have DRXD (Dark Rebellion Xyz Dragon) who requires less than half the effort needed to make this and weakens the opponent; albeit only one use. (Generic 2-mat R4 as opposed to 4 specific Type Dragons)

 

There are Decks that can spam multiple Level 4s at once, but they have other options AND they are not restricted to being Dragons. Unless you're designing a new Deck for Dragons to go into this, it's really not going to see play. 

 

@Arctic: If it doesn't have an OPT clause, then it can be spammed as much as you please (provided enough mats). 

But that's what this card really amounts to; simple beater that is vulnerable to all forms of effect removal.

Must be Tribute Summoned by Tributing 3 monsters you control. This card gains 500 ATK for each FIRE monster in the Graveyard. 

 

To be honest, this card is basically a late-game beater that requires more effort than it's worth. Most monsters nowadays have some degree of Special Summoning easily, and for what this card requires to bring out, it's simply underwhelming. 

 

You should give it some degree of effect protection, because effect removal is VERY common and will make your effort worth nothing.

So, Musha is a more expensive, but better Dark Rebellion Xyz Dragon?  Also, I'm not sure I would run Hephaestus, I would have to playtest it and see how well it works in various decks because of the summon condition.

Morkaz seems fine.  Fairly Balanced.

 

Seilenos - My attempt at OCG edit:

This card cannot be Normal Summoned or Set. This card can be Special Summoned (from your hand) by Tributing To summon this card sacrifice 3 monsters you control. This card gains 500 ATK for every Earth monster in the graveyard.

 

If it were up to me, I would also do something where its effects are negated if Special Summoned from the graveyard, or not allow it to be Special Summoned from the graveyard at all.
