Not a bad card, but not a good card either. There are several things working against it- it is a trap, meaning it is slow. And its effect doesn't seem to justify that slowness, it's basically a less versatile twin twister. Also, wavering eyes exists, and it can pop those scales before you can, and that isn't a good thing. I wouldn't play this, because twin twister would always be the better option. Sure this is cheaper, with a 1000 LP cost, rather than a discard, but it isn't worth it.

Would changing it to a spell or even a quickplay help?

No, not really. This card operates to respond to an activation - changing it to a Spell (which lets you activate it on your turn) is nearly redundant since there's very few ways for your opponent to set Scales on their turn.

 

This card pales in comparison to Wavering Eyes because Wavering has a wider activation window. Wavering can not only activate in response to the second Scale being put down (and thus preventing a Pendulum), but it can be used at nearly any other time when your opponent already has Scales down. That, and Wavering has very little cost and a load of bonuses to boot.
