Tribute 1 monster you control; Take control of an opponent's monster with less ATK points than the tributed monster. When the monster leaves your field; Take damage equal to its original ATK.

So basically, a more limited version of Enemy Controller (albeit permanent, but requires you to Tribute a substantial monster to take much stuff) but burns you if it leaves the field. To be honest, don't see a lot of situations where I'd want to use this over Controller, especially with the burn. 

 

Suppose you can use the monster for attacking past the turn you steal it, but that's about it (and you'd probably want to go into a Synchro/Xyz with that monster).

Meh, I was just thinking you could use this for things like that Red Eyes Xyz, as it doesn't target and change the tables... besides, in the right deck, this LP cost can be nothing at all. XD
