"This effect can only be used once while this card is face-up on the field" this part is irrelevant because being a quick play will sent it to graveyard after it resolves, it wont prevent you from activating another if that was your intention.

As for the effect, trap monsters are not an official term (as far as i know), the most acurrate thing would it be destroying continuous traps, if you want to be more specific continuous traps that includes an effect that Special Summons a monster(s). 

 

To avoid the part of not being activated just put that both players reveal them.

 

Tribute 1 monster; both players reveal all set cards in their Spell & Trap Zones, then destroy any monster and conitinuous Trap Cards among them, and if you do, negate their effects (including in te Graveyard). You can only activate 1 "Scouring Plague" per turn.

This is basically meant to destroy Shaddolls and Monarchs.

 

Yeah, I would go the more specific route and say that it destroys traps that special summon, but destroying cards like Call of the Haunted would be unintentional...

Is this effect to overpowered? Or is it underpowered? If so, do I remove the cost of tributing?

This only destroys monsters and traps that were in the spell zone, i thought it was for artifacts.

 

It doesnt do anything to shaddolls, as for monarchs it only hits prime, if you want it to hurt shaddols it must say "flip all set cards" and if that happens it will be a little OP (you will need a real drawback too).

 

Right now its fine so the cost can be reomved i think.
