No level restriction, small cost, and no effect negation, this is basically calling for an OTK. Heck, you can even trish if you summon double 004 and you have 001 in grave. Also, it works with 001, so NOPE again. I think if you wanted to leave this card as is, make your opponent be free from any damage, because Deskbots can swarm enough without a card like this. Deskbots need support pretty bad to function well, even with what's coming out. This might be a good idea since it keeps your resources flowing.It does require that you summon one from your hand, and it does negate the effect, so it's almost too slow. As far as I'm concerned, comparing everything to Pepe is reasonable; thus, a neutral Special Summon doesn't do much. Another draw helps, too, so as a first impression, this card seems very balanced. Summoning from hand is iffy anyway, but then again, most summoning Deskbots do is from Deck and Grave, so moving on. The effect negation is unnecessary, considering again, it summons from hand, so you aren't gaining much advantage at all. Well, you can Synchro, I guess, but if you just wanted it for that, you could Summon from the Grave, or even the Extra Deck. I don't honestly see why your opponent would destroy it even if it was buffed with what I suggested, so I think the last effect could be changed into something different, because right now I can only see Twin Twister + Deskbot 001.
