Mostly for Archfiends, but you can use in other Fiend-Type Decks as well. Still trying out the new template I found, go check my other card where I talk more about it:

You can Tribute Summon this card by Tributing 1 Fiend-Type monster. If Tribute Summoned this way, during your next Standby Phase, destroy this card. Once per turn: You can target 2 other cards on the field, including at least 1 card you control; destroy them, and if you do, your opponent cannot activate effect of the same card type (Monster, Spell or Trap) as the destroyed card you controlled until the end of this turn. If this card is destroyed by battle or card effect: You can target 1 other “Archfiend” card in your Graveyard; place it on top of your Deck.

This card does, in all honesty, seem quite underwhelming, first you require your normal summon and to get rid of an archfiend you control, so that you can use a scrap dragon effect, which is quite good for archfiends, however on top of relatively bad stats (except 0 def, if it would be level 7 then chameleon would make it better) it dies if it would somehow actually survive a turn. And if I take into consideration that the oppressing effect only works if you already have 2 monsters before normal summoning, are willing to sacrifice even more resources in the form of backrow or need to special summon it from any place with even more resources, that hardly makes it much better. Finally its floating effect is terrible ... you sacrifice your next draw phase to get back a card you already had and could just recycle in a more effective way. I would suggest either making its summon part a special summon or adding back with its floating effect.

It's not hard to get this out in Archfiends, they have plenty of other ways than just having it be Tribute Summoned. It can target any kind of card, so it doesn't just have to be a monster, Spell/Trap Cards work as well, you can chain them to get their effects as well. I don't agree that the last effect is really all that terrible, it's maybe not a great effect, but it's one that will become more useful than you really think, so I believe.

You could always use recurring nightmare instead if you require the recycling that much and

Its tribute Summon is too slow, of course you could summon him in a different way, however emperor also removes resources, has better stats and would not fade if he actually survives 1 turn, so that begs the question if you would really want to use that chance for this card.

Well you can chain Spells and Traps and I would deny the oppression is quite amazing (trap and monster effect surpression sound quite useful to prevent interruptions or floating), however this card sounds unpleasant to setup and afterwards hardly does enough for that investment, considering archfiends are not one of the fastest decks.

 

Actually right now it would seem like a tech in other decks, especially pendulum decks which use eccentric ... well perhaps that was the intention.

What do you mean instead? Are you saying it should replace Recurring Nightmare? Don't be silly, it's a bonus effect, leave it or take it.
