While your opponent controls more monsters than you: Special Summon 1 “Red Dragon Archfiend” from your Extra Deck, then change all monsters your opponent controls to defense position. Monsters your opponent controls cannot change their battle positions until the end of the next turn after this card was activated.

Wouldn't this make more sense if it went off when your opponent had like 2 or more Defense Position monsters, or some s***?

I mean, you want to stay in flavor with the card itself, and the overall concept of a Starlight Road-expy.

Perhaps, but the problem with that is that it's very uncomfortable to get your opponent to summon two defense position monsters. You'd have to use some kind of gimmicky card like Level Limit Area B just to make sure you could pull it off. Besides, summoning Red Dragon Archfiend isn't particularly spectacular, and it could potentially just be a much slower, easier to dodge raigeki (which people are now siding, to be honest)

That's true, but gaining the ability to manipulate battle positions at any time (and having it chainable if you control no monsters and your opponent does) can be pretty powerful. It negates any battle phase advances if you've established a board, and it summons a free beater that can blow up your opponent's board if there isnt a direct answer. Maybe if it said "if your opponent Special Summons 2 or more monsters at the same time:" yada yada etc. etc., then it'd feel more in-line with Starlight Road, instead of generating free board tempo.
