I like the concept, and it's basically a soul charge, but it's searchable, and could be used at 3. If I were to balance it, I would suggest you limit the effect slightly: Perhaps restrict it from letting you enter your battle phase, like soul charge, or prevent the monsters from using their effects or something.The monster effect is a bit much as well. A deck that's using pendulum monsters clearly should be able to manage its scales through various means, and if it can't, well, tough. This basically just lets you swarm a ton of crap from grave at the cost of a couple LP, which most people don't consider a heavy cost anymore. This is basically a Pendulum Monster that can be in non-pendulum decks.If you made it more Pendulum-centric, gave it a theme or summon restriction, as in only being able to summon monsters of a certain card type, monster type, or attribute, it could be better. I dont really know what deck would use this, since the main pendulum decks like PePe and co dont really appreciate it that much because of it's name.In terms of how comparable it is to soul charge, this card can only summon level 2's and 4's-11's through some difficulty, and requires the other scales in the first place. It looks alot safer now though. I didn't see the scales lmao Up to 2 is enough of a nerf to make it reasonable, and it would be fine to let them be used as materials for stuff.
