This card can attack your opponent directly. When this card inflicts Battle Damage to your opponent by a direct attack: you can Special Summon 1 "Watt" monster from your hand. Your opponent cannot target face-up "Watt" monsters you control for attacks, except "Wattzebra".

 

[spoiler=Design Notes] So Watts are another deck that have a special place in my heart: I love their zany, yet cut-throat play style, and who doesn't love an animal theme archetype right? The only things I would want to see out of them is something that increases their ability to swoop your opponent a little faster while somewhat maintaining the board. I think this guy would do the trick...

 

Wattzebra would be able to make a pseudo "Watt" lock with "Watthopper" which can always buy Watts good time to chip away your opponent. On top of that, he also gives Watts the ability to swarm or even go for XYZ/ Synchro plays on their own.

I do appreciate this card's ability to summon out more stuff if needed; right now, they did kind of need that to retain field presence. Heck, you could summon another copy of this if you wanted. As you mentioned though, Watthopper + this = attack lock (well, bar for the opponent mounting their own direct shots at you). Thinking that two copies of this card should be able to create a pseudo-lock as well, but I should check the rulings on that to be sure. It's too bad Konami probably forgot they existed and even with this, wouldn't be enough to push them up in tiering (least in this day/age). 

 

Although, just note that this card also enables the SS of Wattaildragon, Wattsychic Fighter and Wattkid/Oscillo Hero #2 due to their Archetype inclusion (they have the "watt" string in their name), but that shouldn't be an issue.
